I know this way:
- add parameter in sub-assembly
- make it a driver
- create same parameter in intended top-assembly
- use existing parameter (automatic) on import, or manually add when names differ.

But when a sub-assembly is already added, how do I connect sub-assembly parameters to top-assembly parameters?

Use modify on the sub-assembly and in the dialogue there will be a button add new driving parameter. then either go to parameters with modify or go to the list in the tree and they should be there to merge.
