Is there a way to save Exceptions in a "draft template" or if not, to import them from an other draft?
I have to make them each time

Is making a second set a possible if you have to do it over and over again?

what kind of exceptions are you working with?
Layers, entities,...?
If you are working with layers, maybe you can create a draft document from a design document that have the layers that you need.
After you need to redired the design document to the new one.

We have tested the reroute alternative before works fine but still, so I guess that is the only way

Well I suppose you want to make a draft and exclude some elements. Maybe you can create an alternative set in which these elements are not inserted. Than use this set in stead of the main set to create the draft.
