dimension circle inside/outside/center

dimension circle inside/outside/center

This function seems unpredictable to me. For example, look at this picture of a TopSolid draft document...

I had to use circle 1 "inside" and circle 2 "inside" to get the dimension I wanted... Doesn't it seem that "outside" would make more sense in this instance ?

Of course this is not a big deal but I am always guessing about whether to use inside/outside and it would be nice if it was more consistent...

Any other thoughts/opinions on this ?
