I think it is the standard to make the text parallel to the dim. line. So can you show in a picture what you problem is?

I found one option. You can use technology points. Right click on the operation and check technology points. Now you can select the "+" to add a new point. This is done by selecting a segment of the operation, you can insert a M code or change the federate at this point. It is a manual way...

In TopSolid'CAM V6 it was possible to change the federate according to the material to be removed. I give it a try in V7 maybe I can find something.

Reposition the part to another Cam file during which you rotate the part relative to the machine so the machine can actually reach the bottom. Like jou. need to do in real aswell.

Normally the green border has nothing to do with the file being locked. This is because you are in sketch mode. Finish the sketch and the border is gone.
