TopSolid'Cam and many others CAM softwares have the same problem!!
The sum (stock to leave+radius tool) must be>=0
If you need to put side offset you can change the diameter of tool, ( for ex. the tool have diam=10 and if you put 9.9 this take 0.5 per side)
